Federal buyers don’t just want to know you can deliver—they want proof that you already have, under constraints that look like theirs. In source selections, past performance is often the closest thing to a predictor of future success, and it’s one of the few areas where small documentation choices (what you capture, how you validate it, how you map it to requirements) can materially change evaluation outcomes.

Relevance: How similar a prior effort is to the new requirement—commonly measured across:

Why documentation matters more than you think
A proposal evaluator can’t award you points for achievements they can’t verify or that you can’t map to the solicitation’s relevance criteria. Past performance documentation is the bridge between:
- Your internal reality (delivery outcomes, metrics, customer satisfaction)
- The evaluator’s scoring rubric (relevance + quality + risk)
If you treat past performance as a last-minute “reference scramble,” you’ll submit thin, inconsistent, and hard-to-validate stories. If you treat it as a system, you’ll build a compounding asset that improves with every delivery.

- Performance outcomes (measurable)
- Schedule outcomes (on-time milestones)
- Quality outcomes (defect rates, SLA attainment)
- Customer contact (name, title, email/phone, permission status)
- CPARS ratings/narrative (if applicable)
- Evidence links (acceptance letters, award fees, emails, dashboards snapshots)
Step 2: Capture evidence continuously (not at proposal time)
Most teams wait until an RFP drops—then realize they don’t have:
- Acceptance documentation
- Metrics baselines
- Customer quotes/permission
- A clean explanation of their role when they were a subcontractor
Instead, implement a lightweight “closeout packet” process at the end of each major milestone (not just contract end):
