A mid-market government contractor (GovCon) supporting multiple civilian and defense-adjacent programs entered the year with a familiar problem: compliance expectations were rising faster than their internal capacity to operationalize them. The leadership team wasn’t ignoring risk—if anything, they were over-indexing on it—yet audits still felt like fire drills, security controls were inconsistently evidenced, and teams spent too much time translating requirements into action.
This anonymized case study details how the contractor moved from “policy-complete, evidence-light” to a repeatable compliance operating model in 120 days—without pausing delivery or overhauling their entire toolchain. It includes the setbacks, the decision points, and the measurable outcomes that mattered to both executives and auditors.
The Challenge: Multiple Frameworks, Fragmented Evidence, Rising Bid Pressure
The contractor’s environment was typical of modern GovCon delivery: a mix of on-prem legacy systems, several cloud workloads, and subcontractor-supported development. Their contracts required demonstrating security and compliance posture across overlapping expectations—think federal baselines, customer-specific clauses, and internal governance requirements.
Three issues converged:
- Framework overlap without a unifying control model
- The security team maintained policies aligned to common federal expectations, but implementation varied by program.
- Teams interpreted requirements differently (e.g., what “continuous monitoring” meant in practice).

- Unify controls first, not tools

- Pick one “audit path” and make it excellent

Analytical method
We used a structured assessment model:

- Evidence traceability: each control required a clear “source of truth” and an “auditor-ready artifact”

Implementation: What Changed in 120 Days (and What Didn’t)
Implementation focused on three tracks running in parallel: governance, technical controls, and evidence automation.
1) Governance: Make compliance operational, not episodic
