Prove the boundary before relying on it

An actual evaluation must show current source selection, denied access, an unavailable source, a contradictory note, the assigned task and the owner's recorded decision. A fixture cannot prove connector behavior, permission enforcement or product readiness.

If source status, access or approval cannot be verified, keep closure on hold and use the existing owner review. Do not broaden permissions to force an answer.
