Overview

GAO's review of executive-order-directed DOGE activities found 206 Department of Government Efficiency (DOGE) personnel who held positions in the Executive Office of the President (EOP) between January 20, 2025, and January 31, 2026. These personnel served at the U.S. DOGE Service (USDS), White House Office, and Office of Management and Budget (OMB), and some were detailed to other executive agencies. Twenty-seven were identified as special government employees (SGEs) and at least 128 had separated from their EOP positions by January 31, 2026. GAO was unable to verify complete ethics and records-training and financial-disclosure coverage because EOP did not provide requested training records and disclosures, and several agencies either did not respond or provided incomplete information. The Office of Government Ethics (OGE) told GAO it has limited responsibilities related to DOGE activities and has not recently reviewed EOP ethics programs; GAO also reported that a temporary organization within USDS terminated on July 4, 2026.
