Inflation Reduction Act: EPA’s Use and Oversight of $11.5 Billion in Appropriations

Overview

The GAO reviewed EPA’s use and oversight of Inflation Reduction Act (IRA) appropriations and found that EPA created many competitive grant programs and awarded hundreds of grants. About $30 billion in IRA-funded grants were terminated in 2025 and some recipients were litigating those terminations as of June 2026; a separate $11.5 billion in appropriations was unaffected by those terminations. Public Law 119-21 (the One Big Beautiful Bill Act, OBBBA) rescinded roughly $1.2 billion of budget authority that EPA had not yet obligated.
