Overview

The GAO found that the Department of Defense (DOD) used 303 acquisition-related international arrangements valued at about $64 billion during fiscal years 2021–2025, but both the number and dollar value of those arrangements declined over that period. DOD officials attributed the decline to factors such as personnel shortages and lengthy review and approval timelines. GAO also found uneven internal coordination and communication: USD-level offices (including USD(A&S), the Office of General Counsel, and Policy) generally coordinate, but communication between those USD-level offices and the military departments has not always been timely. Changes to cost-sharing application were not broadly communicated, forcing military departments to renegotiate arrangements and causing some foreign partners to opt out. GAO concluded DOD has not fully identified or consistently addressed these challenges and recommended a more systematic, data-driven approach to reduce rework and improve oversight. Contractors working on or pursuing international arrangements should treat this as a near-term strategic risk and prepare for more active oversight, possible renegotiations, and shifts in solicitation emphasis.
